This word comes from "Shire" and "Reeve." 

A shire is similar to a county or borough. 

A reeve is a low-level official on the administrative side of government. 

In America, you will find one sheriff per jurisdiction, but each sheriff can have many deputy sheriffs or under sheriffs.
